MMDA Plans to Remove Window Hours for Number Coding Scheme During the Holidays

The Metropolitan Manila Council (MMC), the governing body of the Metropolitan Manila Development Authority (MMDA), has greenlit three strategies to address anticipated holiday traffic. Among these measures is the elimination of window hours for the number coding scheme, as confirmed by MMDA Chairman Romando Artes. Seeking early approval, Artes emphasized that these resolutions are not yet in effect but are prepared for implementation if the need arises.

The adjustment to the number coding scheme involves removing the existing window hours, which currently span from 7 a.m. to 10 a.m. and 5 p.m. to 8 p.m. The proposed change extends the number coding period from 7 a.m. to 7 p.m.

Additionally, Artes highlighted the suspension of the number coding scheme on October 30 for the Barangay and Sangguniang Kabataan Elections (BSKE) and on November 1 and 2 for All Saints' and All Souls Day, respectively.

To address violations on the EDSA Busway, Artes announced escalated penalties. The first offense incurs a P5,000 fine, followed by P10,000 and a one-month license suspension for repeated offenses. A third offense leads to a P20,000 penalty and a one-year license suspension, while a fourth offense results in a P30,000 fine and license revocation.

Furthermore, penalties for road contractors violating standards or failing to comply within a specified timeframe have been increased. Previously ranging from P1,000 to P25,000, the new penalties now stand at P15,000, P25,000, and P50,000.

Artes reiterated that while approved by the MMC, the implementation of these measures is contingent on the traffic situation. He noted that traffic in Metro Manila typically intensifies as Christmas approaches.

According to General SVR, Putin was in his room on Sunday, October 22, when security guards heard unusual sounds and a possible indication of the President's collapse. The channel claims Putin was found on his bedroom floor around 9:05 pm Moscow time, surrounded by spilled food and drink. The report describes Putin convulsively arching on the floor, with doctors called immediately to provide resuscitation, successfully restarting his heart.

However, General SVR is known for disseminating unverified information about Putin, and the report remains unconfirmed. The channel, run by a former Russian lieutenant-general, has a history of sharing unverified claims about Putin's health, including previous assertions of a terminal illness and the use of body doubles.

Notably, BNN Fact Check points out that General SVR has been making health-related claims about Putin since 2020, often using manipulated images created by an artificial intelligence tool called This Person Does Not Exist.

Despite circulating rumors and claims that this incident has unnerved Putin’s inner circle, there is no concrete evidence or independent verification to support these assertions. Until official confirmation or comments from the Kremlin emerge, the report should be treated as a claim rather than a verified fact.

Kid and motorcycle rider collide, Netizens arguing who among the 3 people was wrong


Children who choose to play outside may be proud. Because children today prefer playing games on smartphones. But unfortunately, children who want to play outside seem to have no place anymore. It's rarely found an empty field to play. Because of this, a boy chose to play a ball on the edge which was quiet at the time.


But even though he thought the road was quiet, the playground was quite dangerous because there could be vehicles passing at high speed. Sure enough, the boy was finally hit by a passing motorist. However, the problem does not stop there.

Netizens debate who is wrong with the incident.

Some said the boy was clearly wrong because he played the ball all the way to the road.


Some say the motorcyclist is wrong because he should be careful.

But there are also those who blame the video recorder because he should be able to commemorate the boy to get away when there is a motorbike passing by.

In the video uploaded on the Facebook account "Aba, Pambihira", a boy was seen playing in an empty shophouse.

Someone in the car opposite recorded the boy's action as if he knew something bad had happened.

Not choosing to commemorate the boy, someone in the car just chose to wait and record.

Initially, nothing happened when the boy coolly kicked the ball.

But the ball he kicked soared far to the other side.

He also ran to pick up the ball to be taken again to the empty shophouse yard.

But it seems the boy forgot where he played.

When kicking the ball and running, he was hit by a passing motorist.

Both of them fell off.

Some people immediately gathered around the boy and the motorcyclist.

While someone in the car continued recording the video.

Tony Labrusca was punched in the face


JUST IN: To see your idol in flesh is very rare! But being able to touch them is an entirely different story. To some, it may be their dreams coming true while to others, it helps strengthen their love for their favorite celebrities. Take, for example, hunk actor Tony Labrusca and his fans.

Recently, Tony became the headline because of his recent encounter with his fans. He visited a mall in Tanuan, Batangas. Due to the excitement of many, a lot of his fans flocked him as he tried to exit from the mall. This caused quite a commotion and some even tried to grab him by his clothes.


Due to the extreme situation, mall security had to take certain measures in order to control the crowd. One security guard, however, resorted to using violence. In an attempt to ward of a persistent fan, the guard aimed to punch him but the sea of people crowding Tony pushed him enough for the guard’s fist to land on his face. This resulted to Tony being thrown off by the mall security’s punch.


A certain Facebook user named Patricia Ramilo was able to record the entire incident and upload it online. Unsurprisingly, her video went viral with over half a million views on Facebook as of writing. “Kawawa naman si Tony. He went down during his visit in Victory Mall, Tanauan, Batangas. Hope he’s fine after all,” she wrote in the caption.


While many found the video hilarious, other people expressed their concern to the hunk actor. After all, getting punched in the face is doesn’t exactly feel good. Others also questioned the guard’s actions as they find violence as an unnecessary answer towards what what was happening.


On the other hand, Tony decided to speak up about what happened. The Glorious star voiced out his side of the story in order to assure his fans he’s alright and to defend the security guard’s actions.“Hey guys, I noticed a lot of you are worried about me getting punched in the face in my last mall show. I’m totally okay. I know the guard didn’t mean it. Thanks to everyone for being so thoughtful,” her wrote on Twitter.

Holiday pay on Dec. 8 as per DOLE


DOLE noted that Dec. 8 has been declared a special non-working holiday in an advisory, thus workers who render services will receive an extra pay.

So, workers will get additional pay for working today, a special non-working holiday in celebration of the Feast of the Immaculate Conception, the Department of Labor and Employment (DOLE) reported yesterday.

For the work done during the special non-working day, DOLE said, workers shall be paid an additional 30 percent of their daily rate on the first eight hours of work.
